RAILS Budget Update
RAILS anticipates receiving approximately $5,781,805 in Live and Learn funds in the near future - a little over half of our funding for FY2016 (July 2015 - June 2016). Library systems are funded by a combination of Live and Learn funds and general state revenues. RAILS has not received any general revenue funding for FY2016.
 
The Illinois State Library (ISL) has asked RAILS and the Illinois Heartland Library System (IHLS) to examine/revise our current service plans in light of the fact that we may not receive full funding this year. While we are discussing this issue with our Board, RAILS has a healthy reserve and is in a good position financially. Our number one goal is to maintain our current high level of service to our members. IHLS has indicated that they have funds to continue providing service through May 2017.
 
RAILS will work on these issues with our Board and ISL over the next several months and will keep members informed of the latest developments. In the meantime, all RAILS members are urged to contact their elected officials to advocate for the need for full state funding for libraries and library systems.
 
Talking Book Service Update
Talking Book service is provided to anyone in Illinois who is blind, visually impaired, or has physical disabilities that prevent the reading of standard print. The service is funded by a blend of state and federal grant funds. As a result of the current state budget impasse, the Illinois State Library (ISL) informed RAILS that they can no longer fund Talking Book and braille services for RAILS, the Illinois Heartland Library System (IHLS), and the Chicago Public Library (CPL) after FY2016.
 
RAILS will work on a transition plan with our Board, ISL, IHLS, and CPL over the next several months to determine the best way to ensure that these valuable services continue. Part or all of the service could be transitioned to ISL. RAILS could also decide to fund part of the service through our reserve.
 
We will keep members informed of the latest developments. In the meantime, all RAILS members are urged to contact their elected officials to advocate for continued funding for Talking Book services.
