RAILS September Board Meeting Highlights

At its September 25, 2015 meeting, the RAILS Board:

•    Voted to accept the RAILS Annual Report for FY2015 and to submit it to the Illinois State Library for approval.
•    Approved the appointment of Judith Crocker, Quincy Public Library trustee, to fill a vacancy on the RAILS Board.
•    Approved the recommendation that Christ the King Jesuit College Preparatory School be a full member of RAILS, pending approval by the Illinois State Library.
•    Voted to abolish the RAILS Board Operations Committee and to move to a committee of the whole structure to discuss larger issues. The RAILS Policy Committee will continue to meet as needed.
•    Approved a motion to dispose of surplus items no longer needed at different RAILS service centers. RAILS plans to have an online auction in early November so that RAILS members may bid on these items. (Stay tuned for further details.)
•    Voted to accept the RAILS annual audit.
•    Approved a resolution to join the National Intergovernmental Purchasing Alliance (“National IPA”).

The Illinois State Library reported that there is still no FY2016 state budget. The deadline for completing the School District Library Per Capita grant is October 15, 2015. The deadline for completing the Public Library Per Capita grant is January 15, 2016. RAILS members are strongly encouraged to apply for these grants to keep the process going and to demonstrate that grant funding is still desperately needed.  

There was a brief discussion of the Illinois Governmental Ethics Act as the Board development topic of the month.
