Salary is starting at $60,000 DOQ.


Policies and Procedures

  • Develops, implements, and maintains various personnel policies and procedures for all library employees.

  • Prepares and maintains employee handbook.

  • Ensures compliance with rules and regulations.


  • Maintains personnel records and files.

  • Verifies I-9 documentation and maintains that they are current.

  • Creates and maintains job descriptions.

  • Ensures jobs are classified properly.

  • Oversees performance review process.

  • Conducts exit interviews.

  • Coordinates and maintains employee recognition program.

  • Helps to maintain company organization charts and employee phone list.

  • Handles all aspects of employee relations.


  • Conducts recruitment for all exempt and nonexempt personnel, temporary employees, and volunteers.

  • Reviews applications and interviews applicants to match experience with specific job related requirements.

  • Assists with new employee background checks.

  • Conducts employment verification and reference checks.


  • Administers and monitors compensation program.

  • Participates in compensation and human resources surveys and analyzes data results.

  • Serves as backup for payroll processing.

  • Represents the library in any unemployment claims.

Additional Responsibilities

  • Facilitates and/or provides training (including orientation) to library staff.

  • Assists in handling special projects as delegated by administration.

  • Prepares government reports related to EEO compliance or other Human Resources functions.

  • Responds to all EEOC and/or NLRB charges.

  • Completes other duties as assigned.


  • Bachelor's degree in Human Resources Management, or a related field.

  • Three to five years experience in Human Resources Management.

  • Background in employment law and other government compliance regulations is preferred.

  • Considerable knowledge of principles and practices of personnel administration.

  • Ability to objectively coach employees and management through complex, difficult, and emotional issues.

  • Must have the ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, regulation or government law.

  • Experience with Microsoft Office is required.

  • Ability to learn payroll software

  • Good verbal, written, and presentation skills.

  • Ability to establish and maintain effective work relationships with co-workers.

  • Ability to understand and follow oral and written instructions.

  • Ability to communicate effectively.

  • Ability to meet the physical requirements of the position.

  • Ability to work a variety of hours, including evenings and weekends.

  • Ability to operate all equipment necessary to perform job duties.

  • Ability to work with minimal supervision.


  • Accountable for accurate and compliant personnel record maintenance and I-9 records.

  • Accountable for knowledge and understanding of state and federal labor laws and regulations.
