§ Develops and recommends to the board of trustees, specific, written, long and short-range plans for the development of IDA PUBLIC LIBRARY programs and services.
§ Maintains appropriate relations with the Board of Trustees and various board committees, and keeps them informed.
§ Interprets trends in the fields of service in which IDA PUBLIC LIBRARY is engaged, by maintaining involvement in the professional field as a whole.
§ Assists with orientation and training programs for the board.
§ Administers, supervises, and coordinates library operation and activities.
§ Administers, supervises, and coordinates collection development and management.
§ Prepares IDA PUBLIC LIBRARY budgets in conjunction with the library board finance committee and is accountable for control of these resources once approved by the full board.
§ Directs all day to day financial operations of IDA PUBLIC LIBRARY.
§ Follows board approved procedures for management and allocation of financial resources.
§ Shall be authorized to sign checks drawn on funds deposited to the credit of the Board of Trustees.
§ Supervises, directs, and evaluates staff in the performance of their duties.
§ Evaluates the services being provided by IDA PUBLIC LIBRARY in relation to specified goals and standards and recommends modifications, where appropriate.
§ Evaluates adequacy of the library facilities and recommends changes as needed.
§ Maintains appropriate relations with other professional and service groups in the community.
§ Maintains appropriate relations with local, federal, state, and local government units.
§ Maintains appropriate relations with other agencies in similar fields of service.
§ Recommends policies to the board and/or assists the board in the formulation of policies for the effective and economical operation of IDA PUBLIC LIBRARY and its programs.
§ Ensures implementation of the policies adopted by the board.
§ Has chief administrative responsibility for maintenance of agency facilities.
§ Carries chief of staff responsibility to ensure that legal obligations of IDA PUBLIC LIBRARY are met.
§ Prepares statistical reports required by other government agencies.
§ Prepares and sends annual reports to the City Mayor and Council, to the library system, and to the Illinois State Library with statistics about library materials, circulation, registration, and finances.
§ Applies for state or federal grants, whether revenue-sharing, construction or per capita grants.
§ Oversees public relations with such matters as newspaper articles, posters, and public speeches by staff members.
§ Attends monthly Board meetings and also Friends of the Library meetings.
§ Conducts annual survey of library services such as reference questions, program attendance, percentage of population using facility, etc.
§ Cooperates with civic and special interest groups to promote the library program.
§ May be required to work daytime, evening, and/or weekend hours.
§ Performs other duties as required.

EDUCATION AND EXPERIENCE:
- Master's degree in library science from an ALA accredited school
- Minimum -- 5 years' professional library experience.
- Supervisory experience.
- Valid Illinois driver's license
- Oral and written communication skills.
- Ability to lead, motivate, and supervise staff.
- Ability to plan and organize projects and programs.
- Ability to maintain an exemplary public service attitude at all times.
- Ability to analyze library needs and participate in long and short range planning.
- Work independently.
- Working knowledge of modern library policies and procedures, methods, practices and materials
- Knowledge of database and online reference sources, computer applications and library system software.
- Ability to maintain records and prepare reports.
